The latest Temerty Contemporary Ukraine Program (TCUP) [report](https://huri.harvard.edu/sites/hwpi.harvard.edu/files/huri/files/tcup-riley2024-final.pdf?m=1722966978) explores recognizing and dealing with state predation on the corporate sector. The report was authored by Alan Riley, a visiting professor from the College of Europe in Natolin, and a senior fellow from the Atlantic Council in Washington DC.

Following the fall of the USSR, throughout the former Soviet Empire, law enforcement agencies have profited from plundering legitimate businesses. Practices such as "raiding" harm economic growth, business development, and investment. After the 2014 Revolution of Dignity, Ukraine opted to curb state predation through transparency laws, digitalization, and the introduction of new institutions. Since the full-scale invasion in February 2022, however, many of the formal and informal checks on law enforcement have been suppressed. Consequently, these law enforcement agencies became emboldened to expand their attacks on the business industry.

This undermining of Ukraine's legitimate businesses is not simply a lingering side effect of the Soviet era. Rather, the TCUP report suggests they function as a national security threat. For starters, it jeopardizes tax revenue for the state during wartime. It also discourages foreign and domestic investment, while sabotaging economic growth. What's more, it undermines Western confidence in Ukraine's fighting capabilities, subverting the path to EU accession and postwar reconstruction. These practices also serve as a propaganda talking point for the Kremlin.

The TCUP report delves into the history and current status of state predation in Ukraine, providing several wartime examples. It goes on to recommend strategies for the state and business industry to decisively address the issue. The report emphasizes that to protect Ukraine's national security, and ensure a future for the country, the problem of state predation must be remedied.
